Why would the user be confused if they explicitly separated the contact from
the tab group previously? Maybe I'm misunderstanding you, but that sounds
like ideal behaviour to me.

If you always remember which tab group a contact belongs in I think the
preference looses it's usefulness almost entirely and could probably be
removed completely (yay!), or possibly renamed to "Open first time chats in
new windows" or something. (but that's probably more confusing than it's
worth)
