Both-- the saved set might look like

win1 350x250 users a, b, c
win2 450x600 users f, g, h

And when you open a window to a, b, or c, it would open in a 350x250
window, unless another in that set did it first, when it might add a
tab.

It's pretty complex behavior to specify, but I think over time, would
end up consistent with people's preferences, since they don't add
contacts constantly, it's a pretty stable set.
