XChat-GNOME does this, and it's quite effective. The windows are large,
however. I've become quite fond of their cycle-windows keys, alt-up and
alt-down.

For some reason, that frustrates me. I think because of the visual
connection to folder tabs, which are always long-edge-against-folder.

That's not too bad for me either... I usually look at windows before I
close them anyway. I'm sure that's not everyone though.
