3) Make the presence icon change when the pointer hovers all over the
tab, not only the presence icon (maybe adding some milliseconds of delay
for the change, so a casual mouse move doesn't result in weird looking
state changes).

Doesn't fix the "surprise" problem entirely, but at least it makes it
more obvious that there is a "dangerous" area in the tab.
