I think the smiley list makes more sense than the send button. But,  
with the smiley list there it would be odd without a send button so  
I'd vote fore both personally.

Having a <space><colon> triggered popup would be quite annoying and  
would also require that:

1) You know how to write smileys
2) All smileys start with :
