This doesn't sound like a bad idea.  I normally have gossip aligned with
the lower panel, and having the presence chooser near the top of the ui
seems counter-intuitive.

I'm fine with how this currently is currently handled, and would prefer
to not to get a dialog every time I change the presence.

This is a good idea.  There's no need to have gossip in the notification
area if your using the Peekaboo applet, other than for notification.
